Washington Weekly Update: 12-9-24

Situational Awareness

Both the House of Representatives and the Senate are in session this week. Over the weekend, lawmakers released the compromise version of the FY 2025 National Defense Authorization Act (NDAA), which authorizes $883.7 billion for the Pentagon. The House will consider the bill first, and if passed without any changes, the Senate will hold a floor vote. Completing work on the NDAA will grant lawmakers additional bandwidth to consider a short-term spending measure that would avert a government shutdown on Dec. 20. The continuing resolution could include a supplemental disaster relief package, a one-year extension of the Farm Bill and measures that would restrict U.S. outbound investment in China.

The House Republican Conference is expected to vote this week on committee leadership for the 119thCongress, the results of which will shape the policy agenda of each committee, subject to the chair’s own priorities. Members of the Democratic Steering and Policy Committee, which determines committee assignments for the Democratic caucus, have not yet released their own recommendations for who will serve as ranking members of committees with competitive or vacant leadership seats.

Tax Bill Begins to Take Shape on Capitol Hill

Sparks flew on Capitol Hill last week as Sen. John Thune (R-S.D.), the incoming Senate Majority Leader, and House Ways and Means Chair Jason Smith (R-Mo.) clashed heads over differing legislative agendas in the first 100 days of the 119th Congress. And with a governing majority in the House of only one seat, time is of the essence to secure enough Republican support in both chambers that would enable leadership to pass a reconciliation bill, which only requires a simple majority in the Senate. 

Sen. Thune has presented a plan to his Republican colleagues he believes would have the greatest likelihood to complete work on as many of President-elect Trump’s policy priorities as possible: the Senate would pass a reconciliation package early in the session to include new funding for border security and permitting reforms that would increase domestic energy production. Addressing the expiring provisions of the 2017 Tax Cuts and Jobs Act would come later in the year in the form of a second reconciliation package. 

Meanwhile, Rep. Smith is seeking a single reconciliation package that would include tax extenders. As chair of the House’s principal tax-writing body, Smith has worked diligently for nearly six months alongside his Republican colleagues on the Ways and Means Committee to prepare a tax package that includes all their top priorities. In Smith’s view, having a single reconciliation package that incorporates tax issues alongside Trump’s other national security and energy priorities is more realistic.
